The city hired a consulting firm called RSG Solutions Inc. to provide guidance on the RSO. However, an analysis of their report has found it to be "heavily biased" towards benefiting the park owners at the expense of the mobile home residents.
The key issues with the RSG Solutions' proposed RSO recommendations include:
- Rent increase caps that are set far too high, potentially making housing unaffordable for many residents
- Allowing large rent hikes of 3-10% when homes change occupants
- Giving park owners easy ways to raise rents even more through "capital improvements"
- Requiring residents to pay fees just to challenge rent increases they can't afford
- Letting biased city staff rather than independent judges make decisions on rent disputes
