Stop Predatory PPA Speed Camera Enforcement in Philadelphia

The Issue

We, the residents and workers of Philadelphia, are calling for immediate reform of Philadelphia Parking Authority (PPA) traffic camera enforcement practices that are financially harming working-class citizens.

Philadelphia has begun enforcing reduced speed limits such as 25 MPH on major roadways while issuing tickets that cost $100 per violation, with late fees that can grow larger than the original citation. These policies have become an unfair financial burden, especially for residents already struggling due to stagnant wages and rising cost of living.

Many Philadelphians cannot afford these penalty amounts. These fines lead to escalating debt, additional late penalties, and in many cases, booting or towing of vehicles. For working-class families, losing a car can mean losing the ability to work, transport children, attend appointments, or meet basic needs.

Philadelphia’s minimum wage has not kept pace with inflation, yet enforcement fees continue to rise. Instead of promoting safety, these practices are functioning as a revenue-generating system that punishes low-income residents.


We demand the following reforms:

Reduce speed camera fines to a fair amount, such as $25–$50.

Cap late fees so they cannot exceed the original violation amount.
Implement payment plans and income-based relief options.
Prohibit towing and booting for unpaid camera tickets when residents are actively paying.
Require transparency on where this money is going.
Reinvest speed camera revenue directly into Philadelphia communities through road repairs, traffic calming improvements, school safety, and public transportation.

Philadelphia deserves safe streets, but safety should not come at the cost of financial hardship for everyday citizens.

We call on the City of Philadelphia, Philadelphia City Council, and the Philadelphia Parking Authority to immediately reform these policies.
