Stop Permanent Removal of Stray Dogs – Protect Their Rights
The Issue
Stray dogs are part of our ecosystem and deserve compassionate treatment. Balancing public safety with animal rights is essential.
We urge the authorities to revise the implementation of this order in a humane and practical manner.
We submit this petition to raise concern about the recent Supreme Court order dated 7 November 2025, directing all States and Union Territories to immediately remove stray dogs from educational institutions, hospitals, sports complexes, bus depots, bus stands, and railway stations. As per the order, dogs must be relocated to a designated shelter after sterilisation and vaccination, and must not be released back into the same area.
While we understand the Court’s concern over rising dog-bite incidents and the need to protect citizens, particularly children, patients, and travellers, it is equally important to consider the humane treatment of stray animals and follow the Animal Birth Control (ABC) Rules, 2023. According to these rules and established scientific practices, sterilised and vaccinated stray dogs should ideally be returned to their original territory unless they are aggressive or rabid.
Stray dogs have coexisted in our communities for centuries and are part of our urban ecosystem. They deserve care, not displacement. Protecting human safety is critical, but it should not come at the cost of cruelty or disregard for existing animal welfare laws.
We urge the government and relevant authorities to implement the Supreme Court’s order in a compassionate, practical, and legally compliant manner, keeping both people and animals safe.
