The Issue

I am a resident at the Parkside Townhome community, and on the afternoon of Thursday, April 30th, my car was towed without any prior notice. I had to pay the staggering fee of $440 just to retrieve my vehicle. Since Parkside started towing enforcement last week, at least 30 to 50 other residents have faced a similar situation, forcing local families to endure a harsh financial burden and grave inconvenience. No prior notice or warning was given over official channels - one evening, the streets were simply cleared of all cars.

The primary cause of this issue is a lack of available parking within our community. Parkside HOA provided no official prior notice of towing enforcement, and no viable alternative for parking within the community. Instead, their solution has been to indiscriminately tow residents’ vehicles parked on unmarked streets, punishing community members for circumstances beyond their control.

This is unjust. The unmarked areas provide crucial parking spaces for residents in a community where the demand for parking far exceeds the supply. While some areas are explicitly marked "No Stopping Anytime" with clear signage, the areas being towed are completely unmarked. Towing cars without proper notice places undue financial strain on families already stretched thin, and may be illegal under Maryland state law, leaving the HOA open to legal claims for damages.

We resolve that Parkside HOA immediately halt towing of vehicles parked in unmarked street areas until the matter can be discussed at the next HOA meeting, May 13, 2026. Moreover, the HOA must refund all residents who have been financially affected by these unwarranted towings. Collectively, these actions will promote a fair and reasonable approach to managing the community's parking issues while respecting residents' rights.
