Historic England assesses national listing applications through a multi-stage process that typically takes around six months. Given I submitted the application on 14th March, I was surprised to have had a response on 24th March - just 10 days later.

HE have carefully considered the contents of my application. Unfortunately, the current circumstances of The Motorbike Park, St Peters Street, Norwich do not fall into any of the three categories used by the Department for Culture, Media and Sport to prioritise designation resources on those sites that are most in need of protection. These categories are
Threat: any building or site under serious threat of demolition or major alteration
Strategic Priority: any building or site that is within the remit of one of our strategic listing priorities. You can find a list of current projects on our website
Significance: any building or site that has very strong potential for inclusion on the National Heritage List for England

I have put in a freedom of information (FOI) request to see copies of all internal and external correspondence with Norwich City Council (including but not limited to emails, meeting minutes, briefing notes, and memos) dated from 1st January 2025 to the present regarding the future use, relocation, or repurposing of the motorcycle parking facility on St Peters Street / Norwich Market.  If nothing else, it should make an interesting read!

An FOI request takes around 20 working days to process... I'll get another update done when it arrives.

 

I asked the Cabinet to provide the community with permanent certainty by formally referring the bike park to the current constitution review for protected asses status while simultaneously pledging to support the community's forthcoming Asset of Community Value nomination (ACV)

In order to get an ACV we need to become an unincorporated community group.
These must have a membership of at least 21 local people who appear on the electoral roll within the local authority area.

Member Responsibilities
Standing as a member involves minimal ongoing time but is critical for the application's success:
Authorise the Nomination: Provide your name and address to be included in the formal list of 21 members submitted to the Council.
Verify Community Use: Support the evidence showing that the park is a "well-used social hub" and not just a parking lot.
Future Vigilance: If the ACV is approved, members help monitor any future redevelopment plans for the market that might impact the site.  


By standing as a member, you help ensure this historic site receives the legal protection it deserves against future closure or relocation.
