Stop Noise Pollution from 500 Doris Ave. CHP and Future Stationary Noise Hazard

The Issue

We are trying every way possible to resolve the ongoing stationary noise from 500 Doris Ave condo (managed by Del) CHP cogenerator on their roof top. We first started to get bothered by this loud humming vibration noise with mechanical sound in 2021. On August 4, 2022, we were fortunate to have Councillor Lily Cheng to take a listen of the noise. Unfortunately, the noise has come back on February 10, 2024. We desperately need any kind of help to bring awareness and to put a stop on stationary noise hazard in the neighborhood. 

I have been an owner of an inner corner unit that's facing the roundabouts at 5 Northtown Way (also managed by Del) on the 22nd floor since 2014. I have been consistently living here since 2018 with my partner and 9yo son.

We are used to normal urban traffic noises, and our building windows do effectively block off the ambient noises. We also live right by the elevators, so we are definitely not overly sensitive to noises at all.  However, this generator noise (bass level humming with helicopter-like noise at times) is like a vibration drilling in constant 24/7. In the day time the noise seems to be quieter (and we try to distract ourselves, not paying attention to it); but at night, it is so incredible that it is impossible to sleep even with ear plugs, white noise machine and the windows closed. Due to the stress of the noise and sleep deprivation, my physical and mental health went downhill. I could not sleep and always felt tense. I started having constant tinnitus and very bad hemorrhoid (to the point a fissure developed) and constant gastrointestinal issues. My work and family life suffered. I was emotionally sensitive and groggy all the time. I slowly recovered in 2023 as the noise disappeared, but I'm on edge all the time now that I have to go through hell again. 

Ongoing noise pollution like this also depreciates our property values. Imagine showing a unit with such incredible noise on the balcony and constant humming even with the windows closed? You can hear clearly in the roundabouts, too. I don't even have a choice to move somewhere else and rent my unit out now. How can I put anyone in this torture. 

We contacted the city bylaws many times. Unfortunately, their involvement has not been able to resolve this issue. The current bylaw measurement does not reflect the serious negative impact of this kind of noise. The report from by-law officer most recently, "A source measurement was taken on February 25th of 53.1dBA. The ambient measurement was 52.5dBA. The calculations with the two numbers resulted in a final number of 44.2dBA which is under the 50 dBA threshold as required in the bylaw" is in no way reflecting the actual hazardous disturbance. 

At this time with the help of Councillor Lily Cheng, Municipal Licensing & Standards (MLS) is planning a round of noise measurements in affected units that complained. We encourage you to report to the management, share this petition or contact the Councillor's office directly to voice your concerns about this matter. 

Imagine a mosquito flying around your head the whole night, no one can sleep that way, even if the buzzing sound level is way below 50dba. This noise issue is much more than just a nuisance. It is a hazard to our health and a violation to our rights to enjoy our homes. Although my overall health recovered, but I'm left with constant tinnitus and gastrointestinal issues that I have to deal with for the rest of my life. With so many more high risers coming in this neighbourhood, there has to be a realistic and better way to stop and prevent further stationary pollution as such caused by the CHP cogenerator. The ignorance to residents' health should not be permitted. We need better bylaw policies and disallow corporations from taking advantage of bylaw weaknesses.
