Stop NJ S261 - Compassion for Community Cats Law

The Issue

Love Cats? Hate Cats? A dangerous bill has resurfaced that threatens to impact quality of life for both humans and animals.

 Contrary to its title, The Compassion for Community Cats law advocates for the freedom to feed cats without fixing them. No one, not even animal control, is held responsible for making sure the cats are fixed and that ultimately the colony dies out. It means generations of suffering with no end in sight. It also removes outdoor cats from protection of anti-cruelty laws, since the cats by definition have no responsible owner or caretaker.

The amount of money this bill advertises for spay/neuter of feral cats is less than $100,000. Its sponsors clearly hope that you don't read beyond the title to see the drastic changes made to animal control's responsibilities.

Over 1,000 people signed our last petition against the proposed Compassion for Community Cats Law. Thanks to your pressure, the drafter of the bill agreed to introduce our changes proposed as long as we took down the petition you supported. Our changes were outlined in the last update to our petition here.

The supporters of S261 broke their promise and exercised bad faith. This bill has returned in 2024 with the same language that encourages neglect, overpopulation, and poor quality of life for communities of cats and humans.  

We are urging anyone who cares about quality of life for both cats and humans to take action by signing this petition and letting decision makers know that you:

  1. Support NJ A4898/S3919 which establishes responsible animal control practices and chain of command for all municipalities.
  2. Oppose NJ S261 which advocates for feeders, not cats, and assures that NJ's cats continue to suffer for generations as TNR fails due to lack of enforcement and removal of cats from protection from cruelty.
