Stop NJ Bill S2527 – Protect Mental Health Treatment and Recovery Housing
The Issue
New Jersey is at a critical crossroads.
NJ Bill S2527 threatens to unravel the vital progress we’ve made in mental health treatment, substance use recovery, and sober living protections across the state. This bill would impose unnecessary restrictions and red tape on recovery housing - spaces that serve as safe, stable environments for individuals working to rebuild their lives.
As President of the New Jersey Coalition for Treatment Providers (NJCTP), I, Daniel Regan, urge legislators to listen to the lived experiences of individuals in recovery and the professionals who support them. We cannot allow fear, stigma, or political pressure to override evidence-based practices and compassionate care.
NJ Bill S2527 would:
Undermine the rights of individuals in recovery to access supportive sober living homes
Place harmful restrictions on mental health providers and recovery residences
Set back decades of advocacy aimed at de-stigmatizing addiction and mental health treatment
These homes save lives. They provide the structure, accountability, and community that are essential for lasting recovery. Rather than pass legislation that puts these supports at risk, we need policies that enhance them.
We, the undersigned, call on New Jersey’s legislators and assembly members to:

✅ Protect the rights and dignity of people in recovery
✅ Stand with advocates, treatment providers, and families who know what real recovery looks like
✅ Meet with the NJCTP to understand the true impact this bill will have on our communities
