The Issue
Dear Baltimore County Councilmen:
We oppose CZMP issue #4-014 (Boring Fire Department).
We request that as our Baltimore County elected representatives that you uphold our government's democratic values and respect the planning and zoning goals identified in the Master Plan and vote NO to ML on August 27th!
We oppose this zoning request because:
- ML zoning was denied in the 2020 CZMP process. What has changed 4 years later (other than the petitioner has a high-powered, well-connected lawyer)?
- It contradicts the recently developed Master Plan
- It violates the guiding boundary of the Urban Rural Demarcation Line (URDL)
- There is overwhelming community opposition due to: traffic safety concerns, noise & light pollution, well water concerns and others.
- There is no access to public water or sewer, so any manufacturing or industrial activities could contaminate and stress private wells.
- Traffic & Public Safety Concerns - the roadways in and out of Boring are narrow and winding. They cannot accommodate daily heavy truck traffic. SOMEONE WILL GET HURT!
- The property is located in the Piney Run Rural Legacy Area - a conservation focus area. It also abuts the McGill stream head = water pollution!!
- ML contradicts the efforts of the Rural Legacy Program and Land Preservation Trust, which have both preserved thousands of acres of area farmland surrounding this property.
- Home values will be adversely affected by ML zoning. Many residents will suffer financially...for the benefit of the petitioner.
Please vote NO to ML on August 27th. Please keep the town of Boring....BORING!!
BACKGROUND INFORMATION:
In 2019 the former Boring Fire Department was sold off-market and undervalue without any input from the community that had long supported it.
The new owners of this 10-acre plot of land in the heart of our quiet, rural town requested a zoning change during the 2020 CZMP zoning process from Resource Conservation (RC2) to Manufacturing Light (ML). This request was denied by Councilman Wade Kach, who struck a compromise with the petitioner and the community by up-zoning it to Business Light (BL).
Now 4 years later, the petitioner is once again requesting a zoning change to Manufacturing!! This time the petitioner has a high-powered, well-connected lawyer. So the community of Boring is fighting once again, against even steeper odds to protect our rural heritage and the peace of our town.
