It is a known fact that scented personal hygiene products are advised against by medical professionals for use especially by females. The two main uses for toilet paper in the home are for use after using the toilet and for use when you have a stuffy nose etc. For many people allergies and sinuses are a year long struggle. Highly scented products such as lavender for example can be very harsh and burn the eyes and make the nose of a person with allergy issues even more stuffy.

Many stores sell this next to the unscented. The product that is scented has packaging not much different than the regular non-scented and can be easily overlooked. However by time the individual using the toilet paper may notice the difference it's either too late because it's been opened and cannot be returned or they may not realize the issues it may cause. 

The use of scented toilet paper is not a scenario in my life I have ever heard anyone bring up as a preference or necessity. It's honestly an odd thing to sell and demand for this is not a thing at all. 

Remove scented toilet paper from production as this is dangerous, can add misery to allergy symptoms, and not a thing anyone literally ever asked for.
