PETITION TO OPPOSE LUCK STONE’S “PROJECT NOEL” Rock Quarry, Asphalt Plant, and Concrete Plant on Verdon Road, Hanover County, VA.

We, the undersigned residents, landowners, and community members, oppose Luck Stone’s proposal to develop a rock quarry, concrete plant, and asphalt plant—known as Project Noel—on approximately 1,288 acres along Verdon Road between Noel Road and Fuqua Road in Hanover County.

This proposal poses significant and irreversible risks to the environment, surrounding property owners, and the rural character of our community. Key impacts of the proposed project:

  • Water Supply Risks – Quarry blasting and runoff could contaminate local waterways damaging future county water infrastructure downstream. Constant pumping of 400ft quarry pits lower water tables and compromise nearby residential wells.  Local communities have already been affected by the ongoing water crisis in Richmond, VA.
  • Air Pollution – Dust and emissions from rock crushing and asphalt production pose serious health hazards, especially to children and elderly.
  • Noise & Light Disruption – Industrial activities, blasting, heavy machinery, and night-time lighting will disrupt the peace of adjacent rural and residential areas. The cumulative noise and light impact would severely degrade the quality of life and interfere with farming, schooling, and home life.
  • Heavy Truck Traffic – Up to 500 truck trips per day would flood rural roads, cause safety hazards, and delay school, emergency, and daily commutes. Adding to the dump truck accidents that already occur on our rural road every year.
  • Property Damage & Devaluation – Blasting vibrations can damage nearby structures and homes. Research shows property values near quarries can drop by 20% or more in the community, not just adjoining landowners.
  • Loss of Natural Land – Over 1,200 acres of woods, wetlands, and open space would be cleared or degraded—land currently zoned for rural/agricultural use and natural conservation.
  • New railroad crossing across Verdon Road – each train delaying traffic going to Beaverdam School and work and churches from 8 to 15 minutes or more.

The proposed quarry directly conflicts with Hanover County’s Comprehensive Plan, which designates the existing Martin Marietta Rock Quarry on Verdon Road as the future site of a county reservoir and water pumping station. Because this planned public water facility lies downstream of Luck Stone’s proposed operation, the quarry poses a serious risk to the long-term safety and reliability of Hanover County’s water supply.

We urge the Hanover County Planning Commission and Hanover County Board of Supervisors to deny Luck Stone’s Conditional Use Permit and Special Exception applications for Project Noel.
