Stop Kazakhstan’s Anti-LGBT Propaganda Law
The Issue
Kazakhstan is on the verge of silencing LGBTQ+ voices — and we must act now.
On November 12, 2025, Kazakhstan’s lower house of parliament passed a law banning so-called “LGBT propaganda,” including online content and media.
Anyone who shares positive or supportive content about LGBTQ+ identities could face fines — and repeat offenders could be jailed for up to 10 days. The law still needs to pass the Senate and be signed by President Kassym-Jomart Tokayev, but all signs point to that happening soon.
This bill mirrors similar laws in Russia, Hungary, and Georgia that have been widely condemned by human rights experts. It’s a blatant attack on freedom of expression, and it violates Kazakhstan’s international obligations under the United Nations human rights agreements.
But more than that — it puts real people in danger.
This law would silence Kazakhs who are trying to live openly, connect with community, and access life-saving information. It would punish educators and activists for offering support. It would deepen shame, fear, and isolation — especially for young LGBTQ+ people who are already vulnerable.
Kazakhstan is a diverse, majority-Muslim country that has historically protected freedom of belief and expression. President Tokayev has the opportunity to show true leadership by rejecting fear-driven policies and standing up for the dignity of all citizens.
We call on President Kassym-Jomart Tokayev to veto this dangerous law and affirm Kazakhstan’s commitment to human rights, freedom of speech, and equality for all people — no matter who they are or who they love.
