The Franklin County Animal Control Pound, located off of Hwy 24, next to the Franklin County landfill, appears to be more along the lines of a concentration camp than a shelter in any way, shape or form. Many of the puppies and kittens are housed in a refurbished recycle bin - there is little, if any, respite from the heat."
