

Stop Industrial Rezoning: DENY the Bay & Day Warehouse in Edgemont!
The Issue
WE, THE UNDERSIGNED residents, property owners, and community members of Moreno Valley, hereby demand that the Planning Commission and City Council DENY Resolution No. 2026-18 and Resolution No. 2026-19 regarding Agenda Item I.3 (EDGEMONT COMMERCE CENTER).
Specifically, we demand the City:
1. DENY the Change of Zone from Business Park (BP) to Light Industrial (LI) (PEN23-0076).
2. REJECT the Plot Plan (PEN23-0074) for the 142,797 sq. ft. light industrial warehouse.
3. REJECT the Tentative Parcel Map (PEN23-0075) to consolidate parcels.
4. REFUSE CERTIFICATION of the Environmental Impact Report (PEN23-0077) for the 7.7-acre vacant site on the Southwest Corner of Bay Avenue and Day Street.

🚨 WHY WE ARE OPPOSING THIS PROJECT:
• Incompatible Rezoning: The site is currently zoned Business Park (BP), which was created to serve as a clean buffer between heavy industrial uses and homes. Changing it to Light Industrial (LI) brings 24/7 heavy loading docks and Class 8 semi-truck operations into a residential context.
• Health Risks & Proximity to Homes: The City's Health Risk Assessment (Appendix C) acknowledges that homes on Bay Avenue sit less than 100 feet from the site boundary. Operating a 24/7 facility exposes nearby families and students at Edgemont Elementary School (under 1 mile away) to toxic Diesel Particulate Matter (DPM), nitrogen oxides, and fine dust.
• Safety & Noise Pollution: Adding round-the-clock semi-truck traffic, idling engines, and backup alarms onto Day Street and Bay Avenue creates immediate traffic hazards and sleep disruption for neighboring residents.
• Water & Infrastructure: Edgemont residents already face documented water pressure and fire flow issues under the Box Springs Mutual Water network. The City must focus on comprehensive public infrastructure upgrades for residents—not industrial developer workarounds.
