Stop Incitement to Violence: The Case of Parnian (Zahra) Kazemian Shad

The Issue

To: The Rt Hon Secretary of State for the Home Department and the Commissioner of the Metropolitan Police.

This petition is submitted on behalf of the Iranian diaspora and human rights activists residing in the United Kingdom, who are currently subject to a systematic campaign of intimidation, harassment, and explicit incitement to violence by an individual known as Parnian Kazemian Shad (Alias: Zahra).

The subject has been documented engaging in conduct that is fundamentally incompatible with the values of the United Kingdom and poses a direct threat to public order. Her activities include:

1. Incitement to Extrajudicial Killing: The subject has utilized public social media platforms to identify and label activists as "The Next Martyrs" (Javidnam-e Badi). In the current geopolitical context, this terminology is an unambiguous "hit list," intended to incite harm or assassination against those exercising their democratic right to protest.

2. Aggressive Public Harassment: Recent video evidence demonstrates the subject engaging in targeted verbal abuse and physical intimidation at the Islamic Centre of England in London. Her conduct serves to terrorize the local community and deliberately provoke violent confrontations.

3. Severe Psychological Impact: The premeditated nature of these threats has caused significant emotional distress and trauma to the families of activists. Parents within the community are now in a state of constant fear for the safety of their children due to the subject’s documented proximity to their locations in London.

Legal Grounds:

We assert that the subject’s conduct is "not conducive to the public good" as defined under Part 9 of the Immigration Rules (General Grounds for Refusal). The use of British soil to coordinate and broadcast death threats is a severe breach of the "Good Character" requirement for any individual holding leave to remain in the UK.

Our Demand:

We formally request that the Home Office and the Metropolitan Police Service (Reference: CAD 1732/15MAR26) take immediate action to:

Conduct an urgent review of the subject’s immigration status and eligibility for continued residency.

• Initiate criminal proceedings under the Malicious Communications Act and the Public Order Act.

• Ensure the protection of the victims who have been "marked" for harm by this individual.

The United Kingdom must remain a sanctuary for those fleeing persecution, not a platform for those who seek to export terror and violence.
