Stop Illegal Padel Courts and Noise at Sunday Racquet & Social Club in Sodiem-Siolim, Goa

The Issue

Men, I am Olympio J. Almeida from Siolim. Let me tell you my story. Back in 2008, I saw this illegal construction on Diago Britto's land, Survey No. 197/7. I complained to the panchayat, and after checks, they issued stop notice, revoked the license, and ordered demolition because it violated rules. Now, 18 years later, same land is leased to Sunday Racquet & Social Club for padel courts, and it's causing big trouble again. This is illegal construction on my land, men - they encroached my property! How did Sodiem Siolim Village Panchayat give them license to operate when history full of violations? And how did our MLA Delilah Lobo go and attend the opening of this illegal place on January 18, 2026, calling it a "fantastic initiative"? This looks like real case of bribery or something not right, men. We old people in village an residents of La Masseria Villas bought homes for peace, but now noise all day making our health worse. We need to stop this!

  • Earlier related enforcement record (historical): Survey No. 197/7, Gaunsavaddo, Sodiem/Siolim (stop-work / revocation / demolition directions in 2008 file).
  • These padel courts at Sunday Racquet & Social Club are right next to our villas at La Masseria. They look illegal and making big noise and trouble. Our place is for peaceful living, but now it's all disturbed for us old folks and families.

Why the courts are illegal:

The land edges are not clear, and court has ordered demarcation for Survey No. 197/6 to check if there's encroachment. This is illegal construction on my land - they violated boundaries and rights that need official check. There's no proper approvals for building or running this business. Back in 2008, Diago Britto's license was revoked after planning department report said it wasn't following rules. Same thing happening now, against Goa laws, with no zoning for sports in our home area. Block development officer complained in 2008 about no action on illegal constructions. The old violations in 2008 papers show my complaint led to stop notice, show cause, revocation, and demolition for unauthorized house. Panchayat meeting said demolish in 15 days or they do it and charge as tax.

Why it's a trouble for us:

Noise whole day with ball bangs, shouts, bad words, loud music from 7 AM till late night. It's against noise rules (55 dB day, 45 dB night here). Loud music especially evening and night hours from morning 7 A.M. till late night. Us complainants, four out of six over 60 (some 68+), got heart problems with stents, chronic heart ailments, diabetes, what all. Doctors papers show noise making it worse. Courts started last week, daily noise inside houses and gardens, rowdy people, music, visitors.

What we want:

Check boundaries and finish demarcation of 197/6 and approvals now. Stop the club, cancel licenses, demolish if illegal like in 2008. Fine for noise and give peace back to La Masseria people.

This saves our village and Goa rules. Sign, men!
