The Issue

We’ve stood on the front lines protesting the imposition of high-risk facilities like drug consumption sites into our neighborhoods in British Columbia. We have witnessed the dangerous consequences when these facilities are allowed under Bills 44, 47, and M216, which wrongly classify social service facilities as "ordinary housing". This classification effectively bypasses the critical oversight that should be provided by local councils.

Our communities are being stripped of the ability to ensure safety and transparency. Local councils, which once had the authority to review these plans, are now silenced. How can high-risk facilities operate without the necessary public consent and rigorous safety standards? Such measures are vital to maintaining the character and safety of our neighborhoods.

These Bills create loopholes that allow potentially dangerous social services to be discretely integrated into residential areas, with citizens unaware of the risks that accompany them. High-risk facilities should not be categorized simply as 'ordinary housing'. They require specialized considerations and stringent safety guidelines that respect both the needs of residents and those who use these services.

Our goal is to bring these facilities back under the purview of municipal review to ensure transparency, safety, and community consensus. We propose the establishment of clear distinctions in legislation between residential housing and institutional social services, ensuring they undergo comprehensive municipal review.

Here are some vital steps toward achieving this change:
1. Demand the amendment of Bills 44, 47, and M216 to clearly delineate between residential and high-risk social service facilities.
2. Reinstate the authority of local councils to review and have a decisive say in the placement and operation of such facilities.
3. Implement firm safety standards and public consultation processes before allowing high-risk facilities to operate within residential areas.
