Stop HB 765: Protect North Carolina Communities from Unchecked Development

The Issue

We urge the North Carolina General Assembly to reject House Bill 765 (the “Save the American Dream Act”), a bill that removes local control and clears the path for unchecked, low-quality, and unsustainable growth that threatens the character, environment, and infrastructure of our communities.

North Carolina’s communities deserve to grow in ways that protect our environment, preserve our neighborhoods’ unique character, and respect the voices of local residents.

If passed, HB 765 would:

  • Force cities and towns to allow high-density housing (4–5 homes per acre) by default, regardless of local needs or infrastructure capacity
  • Eliminate key development standards such as sidewalks and open space requirements, leading to less walkable and green neighborhoods
  • Remove local design rules, lot size minimums, and green space buffers that preserve community character and quality of life
  • Reduce or eliminate opportunities for public input on neighborhood development, silencing residents’ voices
  • Allow automatic permit approvals if cities don’t meet tight timelines, undermining thoughtful planning and oversight

These changes would lead to a surge in fast, bland subdivisions that ignore community character, crowd infrastructure, and chip away at the scenic beauty that makes North Carolina special.

This bill benefits large-scale developers, not the people who live in these communities. It reduces oversight, erases thoughtful planning, and silences residents.
