Illinois lawmakers are pushing House Bill 2827, a dangerous piece of legislation that targets homeschoolers, threatens parental authority, and places government control over our children’s education. This draconian and tyrannical bill will disproportionately harm Black families, low-income households, and private schools, forcing them under the same failing system they deliberately chose to exit.

THE FACTS: CPS FAILING BLACK STUDENTS

Chicago Public Schools (CPS), which would oversee homeschooling under HB 282, is failing our children at alarming rates:

Only 9% of Black CPS students are proficient in math
Only 20% of Black CPS students can read at grade level
Rampant sexual abuse allegations within CPS have surfaced, yet the same system wants control over homeschoolers
If CPS and Illinois lawmakers truly cared about education, they would focus on fixing their broken system—not criminalizing parents who choose a better path.

HB 2827: TYRANNY DISGUISED AS EDUCATION REFORM

HB 2827 imposes extreme government oversight on homeschooling families, treating parents as criminals instead of educators. Here’s what’s at stake:

FORCED REGISTRATION – Parents would be forced to register with public schools, surrendering control over their child’s education.
GOVERNMENT-APPROVED TEACHERS – Parents must have a high school diploma or equivalent to homeschool, undermining the God-given right to educate one’s children.
TRUANCY LABELING & PENALTIES – Families could be falsely labeled as truant and subjected to penalties.
CLASS C MISDEMEANOR CHARGES – Parents face criminal charges if their homeschool practices don’t align with state mandates.
JAIL TIME & FINES – Parents could face up to 30 days in jail or $500 fines just for exercising their right to homeschool.
STUDENT PORTFOLIO REVIEWS – Public school officials would be allowed to review homeschool students’ work anytime, for any reason, enforcing public school standards on private education.
IMMUNIZATION REQUIREMENTS – Parents would have to prove immunization records for part-time participation in public education programs.
STATE INTERFERENCE IN EDUCATION – HB 2827 aligns with the state’s belief that the “fundamental goal of the People of the State is the educational development of all persons to the limits of their capacities” and that “the educational development of every school student serves the public purposes of the State.” This language dangerously implies that the government—not parents—has the ultimate authority over a child’s education.
 

THE REAL AGENDA BEHIND HB 2827

HB 2827 is directly influenced by the Coalition for Responsible Home Education (CRHE) and its anti-parent, pro-government ideology. CRHE’s 2024 “Make Homeschool Safe Act” falsely portrays parents as extremists, claiming that:

Parental control over a child's life is dangerous
Banning sexually explicit books and LGBTQ+ indoctrination is extremist
Private Schools are a threat to government oversight
By partnering with CRHE, Illinois lawmakers are attacking our rights under the disguise of “child safety.”
