Dear Sir or Madam,
We are writing to formally request that the Norwegian authorities review and investigate serious concerns related to the online activities of an individual publicly known on TikTok as Monica, also known as Merwit Mebratu, who is believed to be a resident of Norway.
Over the past several years, including continuing into 2026, members of the Eritrean refugee and asylum-seeking community have raised repeated concerns regarding content shared by this individual on social media platforms, particularly TikTok. The reported concerns include, but are not limited to, the following allegations:
Alleged incitement to violence and genocide, including repeated rhetoric targeting specific ethnic and religious groups, particularly Eritreans and people of Tigray. Creation and promotion of ethnic and religious divisions, including mocking or demeaning religious leaders who are currently detained without trial in Eritrea.

Harassment and intimidation of Eritrean refugees and asylum seekers who use social media platforms to speak about human-rights conditions in Eritrea. Many individuals report being attacked, ridiculed, or silenced when attempting to share their lived experiences.
Alleged dissemination of state-aligned propaganda, with claims that the content supports or amplifies narratives associated with the Eritrean government against refugees, critics, and human-rights advocates.
Reports of travel to Eritrea and alleged communication with Eritrean embassies in Scandinavian countries, which have raised concerns among refugees who fear surveillance, intimidation, or retaliation.
During a speech live streamed on TikTok, she appeared wearing attire resembling that of the Eritrean Defense Forces, which are linked to dictatorship in Eritrea. Her actions have caused fear and intimidation among asylum seekers and refugees in Norway. Additionally, members of the community report repeated instances of dehumanizing language, including referring to people from specific regions—such as Akele Guzai and Seraye—as “disease” or “polio,” as well as claims that only one region or group has the right to rule. Such rhetoric is deeply alarming, dangerous, and unacceptable.
We emphasize that spreading hate, dehumanization, or calls for violence or genocide based on ethnicity, religion, or regional identity is prohibited under international human-rights standards and Norwegian law. If verified, such conduct poses serious risks to vulnerable refugee communities and undermines social cohesion and public safety.
We respectfully request that the Norwegian government and relevant authorities:
Open a formal and impartial investigation into these allegations.
Assess whether Norwegian laws related to hate speech, incitement to violence, or harassment have been violated.
Ensure the protection of refugees and asylum seekers who use social media platforms to peacefully discuss human-rights concerns and personal experiences.
Take appropriate measures should any violations be substantiated.
We are prepared to provide documented evidence, recordings, and testimonies from affected individuals to support an impartial investigation.
No group is superior.
No region owns power.
No one has the right to call for the destruction or dehumanization of others.
We emphasize that incitement to genocide, ethnic hatred, or religious hostility is unacceptable under international human-rights standards and Norwegian law. The continued spread of such rhetoric—if verified—poses serious risks to vulnerable refugee communities and undermines social cohesion.
