To: Sheriff Danny H. Rogers; Guilford County Board of Commissioners; Mayor Nancy Vaughan; Greensboro City Council; Police Chief John Thompson; Mayor Cyril Jefferson; High Point City Council; and Police Chief Curtis Cheeks III


We, the undersigned residents of Guilford County, demand immediate action to protect our communities from unconstitutional targeting, intimidation, and harmful enforcement practices that violate the rights guaranteed to all people under the 5th and 14th Amendments of the United States Constitution.

These Amendments guarantee due process, equal protection, and the fundamental principle that no person regardless of race, language, or immigration status may be deprived of life, liberty, or property without lawful cause.

Yet our communities continue to face:

 • Racial profiling

 • Unmarked cars patrolling immigrant neighborhoods

 • Intimidation tactics mimicking ICE to create fear

 • Local agencies cooperating with ICE/CBP despite lacking legal obligation

 • Civil immigration detentions treated like criminal offenses

 • Families separated without due process

 • Community members living in constant fear of leaving their homes or driving to work and school.


These actions create public terror, not public safety.

They violate the Constitution, they don’t protect it.

Therefore, we call on our city and county leaders to establish Community Constitutional Protection Policies focused on constitutional law, dignity, and safety.

WE DEMAND THE FOLLOWING:

1. End the use of unmarked vehicles in routine patrols of immigrant communities.

Fear-based policing destabilizes families and violates public trust.

2. Adopt a formal policy of non-cooperation with ICE/CBP.

This includes:

 • No honoring ICE detainers without judicial warrants

 • No sharing of resources, databases, or personnel

 • No joint operations

 • No questioning community members about immigration status

Local law enforcement should protect the community, not assist civil immigration enforcement.

3. Immediately release all individuals detained solely for civil immigration violations.

Immigration status is not a crime, and civil detention should not carry the weight of criminal punishment.

4. Protect every resident’s right to Due Process and Equal Protection…

No stops, detentions, questioning, or surveillance based on appearance, language, neighborhood, or ethnicity…

5. Establish a “Community Safety Zone” Policy.

This includes:

 • Schools, hospitals, churches, shelters, and community centers designated as No-ICE Zones

 • Local agencies prohibited from facilitating immigration arrests in or around these spaces

 • Training officers to recognize and stop constitutional violations

6. Create a Community Oversight & Transparency Board.

Residents deserve real accountability when racial targeting or unconstitutional conduct occurs.

WHY WE SIGN


Because our families deserve to walk, drive, work, study, and worship without fear.

Because constitutional rights belong to every person on U.S. soil, not just citizens.

Because dignity, humanity, and safety should be non-negotiable.

Because we believe in a community where no one is hunted, profiled, or terrorized because of their face, accent, or birthplace.

We are asking our leaders to honor the Constitution, protect our people, and refuse participation in harmful immigration enforcement practices that do not serve public safety.

Uphold the constitution.

Respect our rights.

End targeting and racial profiling. 

Limit ICE.

Protect and serve the people you made an oath to protect.


In recent years, we've seen numerous incidents of bias, discrimination, and injustice that have left communities, especially marginalized ones, feeling vulnerable and unheard. This is not just an issue that affects immigrants like me but one that impacts all citizens. We all deserve the assurance that our voices matter, that our rights will be protected, and that the law will be applied equally to everyone, regardless of background or status.

It's time for our local politicians and law enforcement to show a clear and unwavering commitment to these ideals. We need transparency in their actions, accountability for those who violate public trust, and policies that reflect the values of inclusivity and fairness. Implementing training programs focused on bias reduction and community engagement can be effective steps toward rebuilding trust. Introducing independent oversight committees to review incidents of misconduct can further increase accountability, ensuring that justice is both served and seen.

We urge community leaders to prioritize these changes and demonstrate their dedication to justice and democracy.
