Stop Ground Rent until Cladding Sorted
The Issue
Property Owners charge Ground Rent (not to be confused with Service Charges) but provide nothing in return.
At the same time, they are failing to address the major risks and inconvenience to leaseholders and tenants due to the cladding issues on hundreds of the high rise blocks they own. They hide behind the uncertainty of whether this is to be paid for by the owner/developer/contractor/government and nothing gets done.
Regardless of who ends up paying, ultimately the responsibility to ensure it is done lies unambiguously with the Landlord. But Leaseholders have no means of exerting pressure on them to resolve this.
This Government needs to re-invigorate the efforts that were started by the previous government but have now lost traction. The Grenfell report has spurred them on to saying they will but there is no plan yet.

An easy win, to focus the minds of these Owners to get this done, is for the Government to SUSPEND LANDLORDS' RIGHTS TO CHARGE GROUND RENT UNTIL THE WORK HAS BEEN DONE AND THE APPROPRIATE CERTIFICATES HAVE BEEN ISSUED to confirm that the buildings are safe - and enable those currently trapped in unsalable properties to move on.
