Stop Georgias Ban on Kei Vehicles
The Issue
Kei Vehicle owners in Georgia are now being told they can no longer register and tag their vehicles as normal vehicles due to the Department of Revenue considering them Unconventional Motor Vehicles. While vehicles more than 25 years old are exempt from FMVSS, Georgia does not consider exemption compliance and uses this to avoid registering them. This also conflicts with Georgia's own laws (OCGA 40-2-27/40-3-30) stating vehicles more than 25 years old need not comply with FMVSS. The DOR is also revoking tags and titles, if found, from owners.
As you can imagine this is severely upsetting given that these vehicles were designed to be driven on roads, and have all the necessary equipment Georgia requires to do so. Kei Vehicles are allowed registration and tags in all of the surrounding states meaning, due to reciprocity laws, out of state Kei Vehicles will be allowed on our roads while Georgians are denied the right.
For those of you wondering what a Kei Vehicle is. It is the size of a small car. They come in a variety of styles, vans, trucks, SUVs, etc. Most are made in Japan and are designed with a 660cc Engine. They have small economical engines that see around 45mpg. Depending on the model they have a top speed between 65-80mph. Kei Vehicles have all the normal operating equipment a standard passenger vehicle has, seatbelts, brake lights, turn signals, high/low headlights, and even tag lights. Kei Vehicles have all equipment required in OCGA Title 40 Chapter 8 Article 1. These vehicles are federally imported, recognized, and taxed as on-road vehicles, and are also insurable as vehicles. Still Georgia refuses to recognize them as On-Road Vehicles.
We are asking for common sense legislation due to the inconsistency Georgia has had with these vehicles. Our vehicles we have paid and been taxed for are being rendered useless by poor legislation. We can also no longer sell them as vehicles out of state since we lose the title. We ask for the legislation below we think all parties will agree on. This recommendation is based on bordering states codes since some (Alabama) actually have legislation specifying them.
- They will be allowed to be titled and registered normally as any other vehicle.
- They will have to abide by all operating equipment laws such as blinkers, lights, mufflers, DOT tires, etc.
- They will be issued a "Non-Interstate Use" tag (if necessary).
- They will require insurance as any other vehicle.
- They shall be issued all the same rights and responsibilities of other vehicles.
Thank you, please don't let these amazing vehicles be thrown aside. They make amazing show cars and are great for an economical vehicle. They deserve to be on our roads.
