Stop eligibility for roadside parking permits for occupants of new dwellings
The Issue
This is a public petition which will be presented to Tynwald. The aim of this petition is to stabilize, if not improve, the parking situation for occupants of existing dwellings by preventing the increase of property numbers eligible for roadside residents parking permits (RRPP’s) and making the area predominantly 'resident parking only'.
We are starting in central Douglas, namely 'Disc Zone H', because it is most pressing there due to a large residential development with clearly insufficient parking provision having been proposed there. Said development is likely to have a detrimental effect on the parking situation for residents of the wider area, who already face a daily struggle for parking spaces.
The petition is not against building new developments. But it would make sense to provide all the parking required for the occupants and visitors of new developments to be provided within their site boundary, to avoid adding to the already overstretched roadside parking spaces in 'Disc Zone H' and others nearby. Creating parking spaces within site boundaries of existing terraced dwellings is very difficult, if not impossible.
The petition has already been signed by over 400 people on paper. It has been welcomed by many and had such a good response from people outside parking 'Disc Zone H', where it has gone round up to now, that we decided to put it online. There is no reason why the proposal could not be extended to residential areas facing similar problems, such as Disc Zones E, K and C, if the residents so wish.
''We seek from Tynwald that:
1. Policies or laws are put into place to ensure that occupants and users of any new property developments located in the already densely populated Parking Disc Zone H in Douglas are excluded from receiving RRPP’s, including all developments not having been granted Planning Approval by 15.02.2023, as well as the former nurses’ home development on Westmoreland Road.
2. Parking Disc Zone H in Douglas is converted into a ‘RESIDENTS PARKING ONLY’ zone.''
