At the Planning Committee meeting last night approval has been given for the retirement complex on Site 1 was approved by 5 votes in favour to 1 vote against.

Thank you for everyone who has been supportive in this fight.

The planning application for Untold Livings retirement complex (after being rejected twice) is now to be re-discussed and decided upon at EBC’s Planning Committee meeting in Eastbourne Town Hall on Tuesday, 17th September at 6pm.

ATTENTION: PLEASE OBJECT (again) TO UPDATED PLANS SUBMITTED BY AUGUST 16TH

The original plan for this development right at the seafront in Sovereign Harbour (137 apartments) submitted by Untold Living (UL) was unanimously rejected by the Eastbourne Council planning committee on March 18th 2024. The new development proposal by UL shows barely any notable change (reduction from 137 to 128 apartments). In my understanding, the developer has not acted on the guidance and rejection reasons from Eastbourne Planning committee and therefore permission should again not be granted to Untold Living.

However, we all know how things sometimes work. Therefore – if you have any concern about the planned development – then please (again) submit your objection to the council via this link by August 16th:.

  1. No thought has been given to the impact on the immediate wildlife and sea life. A large number of birds, foxes and seals live nearby
  2. The height of the buildings proposed by UL are far too high for that location given the shingle at that point is already higher than the current properties in South Harbour. No regard has been given to the existing local residents including the effect on their mental health considering the loss of light.
  3. The Sovereign Harbour area is already hugely developed and the proposal will take up up one of the only remaining open and undeveloped pieces of land in the area with a massive set of buildings.
  4. The location of the proposed huge apartment complex near the Martello Tower threatens the integrity and beauty of the protected historical monument, reducing its prominence and the value of the seafront and skyline of Eastbourne. 
  5. Transport to and from the location remains a major issue. The road is far too narrow for access already and over 120 additional apartments & related traffic will make it virtually impossible to negotiate. 
  6. The area has no need for additional apartments. Currently there are a large number for sale locally including those for independent living.
  7. Inadequate infrastructure esp. medical services; Sovereign Harbour doctors practices are already over-burdenend.
  8. Further pressure on Southern Water

 
The building environment needs to move away from a "Take-Make-Waste " economy, refurb existing buildings instead and revive Eastbournes town centre.

Us objectors to the development of the 137 apartment complex at Sovereign Harbour have been patiently waiting for the application by Untold Living to be fully evaluated and that all of our concerns taken into consideration.

 

The planning application for Untold Livings retirement community is now to be discussed and decided upon at EBC’s Planning Committee meeting in the Town Hall on Monday 18 March at 6pm.

In the last couple of weeks MP Caroline Ansell hoped to host an opportunity for the community to meet Untold Living about its proposed development at Site 1 but that was not agreed. The developers told her they were not considering any change to the scale and massing of the development. A meeting between Caroline, Untold Living and the Sovereign Harbour community did not take place.

 

This Planning Committee meeting seems to be the last chance to collectively convince its members to reject the current proposal.

 

Caroline Lynam of SHRA Sovereign Harbour Residents Association will be speaking on behalf of the Sovereign Harbour community objecting to the development as proposed.

The local press is informed.

The development company Untold Living (also known as Martinique Way Village Limited) has submitted an application to the Eastbourne Borough Council in early January. The proposal aims to construct 137 apartments with buildings up to 7 stories high to be occupied by senior citizens, located right on the seafront of Martinique Way in Sovereign Harbour directly next to Martello Tower 66.

The site was granted planning permission for residential units in 2016 and because the building work has commenced that application remains active. The new application is a significant departure from the original approved plan in terms of height and number of residential units. The original permission in 2016 was for 67 apartments and 12 houses. The houses have already been built (White Point). 

We urge you to use your voice and join us in our campaign objecting the destructive and damaging plans for the area next to Martello Tower No. 66. These plans would not only devastate both seaside wildlife and the adjacent residential community, they would also bring about an explosion in traffic, further erosion of the land, parking and pressure on the local infrastructure, especially medical.

We ask for your support for the following 2 actions:

2. Please object to this application (link) until 10th February 2024 latest regarding: 

Overdevelopment: the original planning left 67 apartments still to be built. Untold Living’s proposal is for 137 apartments (around a 73% increase)

Destruction of nature and wildlife: Fox pups are due to be born from March onwards where 4 dens exist below the undergrowth, migrating birds of all types by their million visit the shrubs each year.

Overshadowing and therefore loss of light for existing buildings which may adversely affect mental health. At its highest point the new proposal appears to be 4m higher than Anguilla Close, the next highest building adjacent to the development

Proposed car parking for a new development is insufficient with only 52 spaces to be shared among 137 apartments, staff, and visitors. This could lead to safety issues, traffic flow problems, and congestion in the surrounding area, including the possibility of obstructing the Langney Point roundabout.

Inadequate infrastructure especially medical services; Sovereign Harbour doctors practices are already over-burdenend.

Possible damage to neighbouring properties (inc grade 2 listed Martello 66) as extensive piling needed. The proposed developments underground car park raises concerns about increased flood risk for the development and nearby properties, particularly if construction displaces water flows.

The location of a proposed building near the Martello Tower threatens the integrity and beauty of the protected historical monument, reducing its prominence and the value of the Seafront Promenade for the town.

Disturbance during development of such a huge complex, etc.
