The Issue

This is to the North Carolina Utilities Commission (NCUC) and the North Carolina General Assembly

We, the residents and ratepayers of North Carolina, are fed up. While families are struggling to keep the lights on, Duke Energy is reporting record-breaking profits and demanding even more of our hard-earned money.

The Facts:

• Record Profits: In 2025, Duke Energy reported a staggering $4.9 billion in net income—an 11.5% increase from the previous year.

• Failed Accountability: In February 2026, the NC Court of Appeals ruled that Duke Energy improperly charged customers millions in fuel costs. Yet, because of a 2025 law (SB 266), the court ruled that Duke does not have to pay us back. * Unfair Demands: Duke is now asking for a massive new rate hike that would raise residential bills by roughly 13-18% starting in 2027, while simultaneously asking for a 10.95% profit margin (ROE)—one of the highest in the country.

Our Demands:

1. Reject the 2027-2028 Rate Hike: The NCUC must deny Duke Energy’s request for double-digit increases. Profit for shareholders should not come before the basic needs of North Carolinians.

2. Cap Utility Profits: We demand that the state legislature implement a profit cap. If a utility is found to have improperly charged customers, they should be legally required to issue immediate refunds, regardless of legislative "technicalities."

3. Prioritize People Over Shareholders: Energy is a necessity, not a luxury. We demand a rate structure that protects low-income families and seniors on fixed incomes.

Sign this petition to tell the NCUC: No more "illegal" charges without refunds, and NO MORE RATE HIKES!
