The Issue

Have you observed a excessive rise in your electricity bills following the installation of smart meters?

Dominion Energy holds a state-approved monopoly in the many states, leaving customers with no alternative choices.

Dominion Energy, Inc., commonly referred to as Dominion, is an American energy company headquartered in Richmond, Virginia that supplies electricity in parts of Virginia, North Carolina, and South Carolina and supplies natural gas to parts of Utah, Idaho and Wyoming, West Virginia, Ohio, Pennsylvania, North Carolina, South Carolina, and Georgia. Dominion also has generation facilities in Indiana, Illinois, Connecticut, and Rhode Island.

We want to bring to every ones attention several pressing concerns regarding the actions of Dominion Virginia Power dba Dominion Energy, as well as the need for a comprehensive review of easement laws in Virginia. Dominion Energy operates across 15 states and provides energy to approximately 7 million customer accounts. These issues have serious implications for property owners and the general public. Thousands of customers have complaints that are being overlooked by the Virginia State Corporation Commission (SCC) and the Virginia Assembly. We require public assistance to bring about change in the unlawful and unfair practices of Dominion Energy.

Thousands of families have had their electricity disconnected because customers, including families with children and the disabled, refused the smart meter due to health and other reasons.

Unlawful and Unfair Practices by Dominion Energy: It has come to my attention that Dominion Energy is engaging in deliberate and unfair practices, privacy concerns, negatively impacting customers in various ways. The specific concerns include:


1. Exorbitant Billing: Dominion Energy is charging customers excessively high bills, attributing the costs to smart meter installations and significant increases in electric bills.

2. Lack of Consent: Customers are reporting hidden charges for the removal of old meters and the installation of smart meters without obtaining proper consent. Additionally, instances have been reported where unknown and nonuniform individuals are replacing meters on private properties without the knowledge or consent of homeowners, property owners, or renters.

3. "Utility Tax" Charges: Customers are being charged with a "utility tax" for light poles installed by Dominion Energy, raising concerns about transparency and fairness in additional charges.

Review of SCC Grid Transformation Plan: I am also troubled by the approval of Dominion's statewide ‘deployment’ by the Virginia State Corporation Commission in January of this year under Case no. PUR-2021-00127. This approval was granted against the recommendations of some staff employees, and it is alarming that energy companies had already been deploying AMI ‘smart’ meters as pilot projects before official SCC approval. The circumstances surrounding this approval raise questions about the regulatory oversight process.


Health and Safety Concerns: The health and safety implications associated with Dominion's Landis & Gyr AMI ‘smart’ meters are deeply concerning. The meters have been reported to emit radiation bursts up to 190,000 times a day, surpassing the power of wireless consumer devices like cell phones. Additionally, the meters have a peak level emission two and a half times higher than the FCC’s RFR safety guideline limits, raising doubts about their safety. There is a notable absence of comprehensive testing to determine if these meters should even be considered “safe” for the general public.


Demands and Resolution: In light of the above concerns, I respectfully request the Virginia State Corporation Commission and the Virginia General Assembly to take the following actions:

1. Review and Revise Easement Laws: Reevaluate and revise easement laws to ensure that property owners are adequately protected, and energy companies are held accountable for their actions on private property.

2. Investigate Unfair Practices: Conduct a thorough investigation into Dominion Energy's billing practices, installation of smart meters, and any unauthorized activities on private property. Address the reported lack of consent and transparency in these matters.

3. Strengthen Regulatory Oversight: Enhance regulatory oversight to prevent energy companies from deploying projects before official approval and ensure a transparent and accountable regulatory process.

4. Customer Refunds and Restitution: Customers demand a refund for fraudulent electric bill payments, removal of smart meters, the restoration of original meters, and compensation for undue stress caused by Dominion Energy's actions.

The Virginia State Corporation Commission and legislative intervention by The Virginia General Assembly is crucial to rectify these issues, protect the rights of property owners, and restore transparency and fairness in the energy sector.
