Growing up in Alabama, I had a beloved dog who I was forced to keep outside. She was a part of our family, full of love and energy. However, due to lack of proper legislation to protect dogs from extended tethering, she suffered an injury that could have been avoided. My personal experience is just one example of the many unnecessary injuries and suffering that dogs endure due to the absence of strict tethering laws in our state.
Dog tethering is a widespread issue in Alabama. Many dogs are chained outside, restrained for long periods, often in harsh weather conditions, without adequate shelter or attention. According to the Humane Society, tethering can lead to increased aggression, severe psychological trauma, and physical harm in dogs. Studies have shown that dogs left on tethers are significantly more likely to bite or become aggressive due to stress and frustration.
Neighboring states, like Georgia and Tennessee, have implemented laws that limit the time and conditions under which a dog can be tethered. These laws aim to ensure the well-being of pets and reduce the risk of injury, both to the animals and humans. Alabama needs to follow suit by enacting similar legislation that prioritizes animal welfare and safety.
We propose a state-wide law that limits dog tethering to no more than four consecutive hours and involves mandatory shelter requirements.
