My name is Holly McDonald. I am one of thousands of younger Americans living with severe medical conditions who continue to be denied disability benefits, not because we are capable of safely working, but because the system assumes that younger people should be able to “adapt” regardless of medical reality.

I have undergone three brain surgeries for Chiari malformation complications. I live with daily vertigo, balance impairment, neurological symptoms, and physical limitations that affect my ability to safely function in a traditional workplace. I am missing part of my C1 vertebra, have hardware placed after brain surgery, and continue to struggle with conditions that make standing, walking, concentrating, and functioning consistently difficult.

Despite extensive medical documentation and specialists acknowledging significant limitations, I have repeatedly been denied disability benefits.

I am not alone.

Across the United States, younger disabled Americans are being forced into years-long appeals processes while battling serious illnesses, neurological disorders, chronic pain conditions, and life-altering disabilities.

The Problem 

The Social Security disability system heavily factors age into decisions through vocational “grid rules.” Applicants under 50 are often expected to retrain or adjust to other work regardless of how severe their medical limitations may be.

This creates a dangerous and unfair reality:

  • Younger disabled individuals are held to a significantly harder standard.
  • People with documented neurological and physical impairments are denied because of theoretical jobs they could perform — not realistic, safe employment.
  • Many applicants spend years without income, healthcare stability, or support while waiting through appeals.
  • Disabled Americans are being pushed into poverty, homelessness, worsening health, and emotional distress.

The Statistics 

  • The Social Security Administration denies approximately 65% of initial disability applications nationwide.
  • Many applicants wait months to years through reconsideration and Administrative Law Judge appeals.
  • Studies consistently show younger applicants are approved at lower rates than older applicants because SSA assumes younger individuals can “adjust to other work.”
  • According to the CDC, over 1 in 4 adults in the United States live with some form of disability.
  • Neurological disorders are among the leading causes of disability worldwide, yet many conditions remain poorly understood within vocational evaluation systems.

This is not just a paperwork issue. It is a human issue.

We Are Demanding:
1. Fair Evaluation Regardless of Age

Disability determinations must prioritize medical evidence and functional limitations over assumptions tied to age.

2. Reform of SSA Vocational Grid Rules

Applicants under 50 should not face harsher standards simply because they are younger.

3. Greater Weight Given to Treating SpecialistsNeurologists, neurosurgeons, pain specialists, and long-term treating physicians should carry greater influence than hypothetical vocational assumptions.

4. Independent Review for Repeated Denials
Cases involving severe neurological disorders, multiple surgeries, or documented safety risks should receive independent review before denial.

5. Faster Processing for Severe Conditions
Applicants with extensive medical histories and documented disabling conditions should not spend years waiting for support.

6. Transparency and Accountability
The SSA should publicly release approval and denial statistics broken down by age and medical condition to ensure fairness and accountability.

Call to Action
We are asking:

  • Congress to investigate how age disproportionately affects disability determinations.
  • The Social Security Administration to reform vocational evaluation policies.
  • Tennessee representatives and federal lawmakers to advocate for younger disabled Americans who are falling through the cracks.
