Stop Dentists Blocking Compensation: Reform GDC Rules on Indemnity Insurance

I was harmed by a dentist—Dr Isaac Hewett—whose negligence was confirmed by the General Dental Council (GDC). He continues to practise under formal restrictions. I’ve been left with no apology, no refund, no restorative treatment, and no compensation.

Dr Hewett went bankrupt and refused to engage with my claim. As a result, his indemnity provider rejected it. I was told by the GDC that this is a “private matter”—even though they require dentists to have insurance to practise.

Here’s the truth:

Dentists in the UK are required to hold indemnity insurance.
But patients can only receive compensation if the dentist agrees to cooperate with the claim.
If the dentist refuses, the insurer can reject the claim—and the patient is left with nothing.
The GDC does not intervene, even when harm is confirmed.
There are no consequences for the dentist who blocks redress.
This means a dentist can harm a patient, refuse to engage, and walk away—still practising, still insured, and still protected. Meanwhile, the patient is left with debt, distress, and no justice.

This is not regulation. This is abandonment.

I am calling on Parliament and the GDC to urgently reform this system. If insurance is mandatory, then access to redress must be guaranteed. Patients must be protected—not left behind.

Guaranteed compensation access for harmed patients—even if the dentist refuses to engage
GDC accountability when indemnity fails
Legal reform to prevent dentists from blocking claims without consequence
Clear guidance that indemnity is a public protection issue—not a private loophole
 
Why This Matters: This could happen to anyone. You trust that your dentist’s insurance will protect you—but it won’t if they refuse to cooperate. The GDC knows this and does nothing.

Patients deserve better. We deserve redress—not silence, debt, and dismissal.

Submit the petition to Parliament so MPs are formally made aware of the loophole that leaves harmed patients without compensation.
Deliver it to the General Dental Council (GDC) to demand accountability and reform of their regulatory framework.
Engage with the Health and Social Care Select Committee to highlight how current rules fail patients and undermine public trust in dental regulation.
Raise the issue with the Department of Health and Social Care to push for legislative change ensuring guaranteed access to redress.
Work with patient advocacy organisations such as Action Against Medical Accidents (AvMA) and dental patient support groups to amplify the voices of those affected.
This petition is about justice, accountability, and protection. Dentists should not be able to harm patients, refuse to engage, and walk away without consequence. By lobbying Parliament, regulators, and advocacy groups, we will make sure this injustice is exposed and addressed.
