The Issue

Delaware legislators are abusing their authority to target the merit construction industry and its workforce. February 26, 2026, the Delaware Senate introduced SB 241, in response to public opposition, Senate introduced SB 272 on March 26, 2026. The merit construction industry has played a crucial role in public, private, and economic development throughout the state. From libraries to school, courthouses to correctional, highways to railways - our footprint is engrained.

This detrimental move puts more Delaware businesses at risk, threatens to take well-deserved jobs from highly skilled Delaware trade workers and may ultimately destroy secondary public trade education and workforce development programs for our youth.

Senate Bill 272 represents a significant threat to the core of our local economy and the future of our skilled workforce in Delaware. This bill, if passed, could mean the end of fair opportunities for many hardworking individuals in our state and undermine the foundational principles of our trade systems.

The merit construction industry is crucial not only for current employment but for future generations who see trades as a viable career path. It plays a pivotal role in economic development, providing jobs, fostering skilled labor, and contributing significantly to our state's GDP. Senate Bill 272, however, is poised to imbalance this sector by imposing unnecessary restrictions that favor external and unionized interests over the needs of Delaware's own workers.

This bill would also systemically dismantle secondary public trade education programs which are vital for teaching the future workforce. By undermining these institutions, Delaware Senate Bill 272 not only threatens jobs today but jeopardizes the skills development of young Delawareans, depriving them of the opportunity to prosper in trade-based careers. These programs have historically been a gateway for thousands of students to secure good-paying jobs right out of school, contributing to the state’s economic growth and individual prosperity.

Evidence from multiple studies highlights the effectiveness of merit construction and trade education programs in reducing unemployment rates and enhancing the overall skill level of the workforce. Removing support from these programs during a time when the demand for skilled tradespeople is high is not just shortsighted, it’s detrimental to the community's welfare.

It’s essential to stand up for what’s right. The implications of passing Senate Bill 272 are profound and affect not just the present situation but the future of Delaware’s economy and educational landscape. We need to halt this bill to ensure that Delaware's merit construction industry can continue to provide fair opportunities and that our public trade education programs can keep empowering young people to thrive in meaningful careers.

Sign this petition to demand that Delaware legislators reconsider Senate Bill 272 and prioritize the long-term stability and prosperity of our state's workers and students.
