The Issue

Over the recent years, Johnson County, Texas, has seen a sharp increase in the construction and operation of data centers. While these facilities promise technological advancements and economic benefits, they come with significant downsides that cannot simply be overlooked. The environmental impact, strain on local resources, and disruption of community life are pressing issues that demand our immediate attention.

Data centers consume vast amounts of electricity, often relying on non-renewable sources to meet their energy needs. According to the U.S. Department of Energy, data centers account for approximately 2% of the total electricity usage in the United States. Their round-the-clock operation also generates significant amounts of heat, requiring even more energy for cooling systems. This elevated energy demand translates into higher carbon emissions, contributing adversely to our environment.

Water usage is another critical concern. Many data centers use water-based cooling systems to maintain optimal temperatures, and this puts an excessive strain on local water supplies. The Texas Water Development Board warns that water demand across the state is expected to increase by 17% by 2070. Adding more data centers to Johnson County will accelerate this demand, potentially leading to water shortages for residential and agricultural needs.

Moreover, the construction and maintenance of these facilities disrupt local ecosystems. The loss of green spaces poses a threat to the local flora and fauna, and disrupts the natural beauty of our county. Community members have raised concerns about increased traffic, noise pollution, and potential property devaluation as a result.

It's essential for Johnson County to prioritize sustainable development that respects both our natural environment and the quality of life of its residents. We propose a halt to the approval and development of new data centers until comprehensive environmental assessments and community consultations are conducted. We urge our local government to explore alternative strategies that include more sustainable practices and technologies, such as utilizing renewable energy sources and implementing water-conservation measures.

Thank you for reaching out about these data centers. Texas counties have no authority over these projects as a result of the state legislature neglecting to grant this control at the local level. I have stated in open court my opposition to data centers and especially any tax incentives for data centers. We may not even be aware of a data center being constructed in our county because no special permitting (other than a development permit similar to building a barn) is required due to this lack of authority. The only way the commissioners may even know that a data center is pursuing our county is if they come requesting tax incentives. So far, Johnson County has rejected 2 requests for such tax abatements for data centers. There are also 2 other developers that have now applied for a development permit for data centers in Johnson County. My position is firm on continuing to say no to any tax incentive to these projects. The state has already given them a huge incentive by exempting them from paying sales tax on building supplies and equipment for construction. The state has and will lose $4 Billion in sales tax revenue due to this incentive. This is a travesty in itself and I see no reason at all to further incentivize these projects. As you can see, the problem lies within the state legislature. I suggest that you share your concerns with your state representative and state senator and ask them to give counties some authority over something that will do great damage to our rural landscape. Ask also for the state to declare a moratorium on all development of data centers in order to slow this process and give more time for assessments concerning power, water and environmental concerns.
