The Issue

Residents across multiple neighborhoods served by the San Carlos Irrigation Project (SCIP)—including Casa Grande, Coolidge, Florence, San Carlos, Sacaton, Peridot, Gilson Wash, and 7mile—experience frequent power outages, even during light wind or minor storms. These outages can last hours at a time, leaving people without air conditioning, refrigeration for medications, and critical medical equipment.

During summer, temperatures in Arizona can be dangerously high. Losing power during extreme heat puts lives at risk, especially for seniors, children, and medically dependent residents who rely on oxygen machines, nebulizers, or refrigerated medications.

Despite repeated complaints to SCIP, no meaningful upgrades or improvements have been made. Instead, residents have faced increased service prices, even as outages continue to cause harm.

Due to the extensive power outages, there should be financial reimbursement or credit for customers who are paying for services that are not being reliably provided. It is unacceptable to charge higher prices while failing to deliver dependable electricity or solutions.

My Story:

This issue is deeply personal to me. During many of these outages, I was pregnant. The most recent outages happened when I was 40 weeks pregnant and enduring over 72 hours of early labor. I was experiencing constant, intense contractions every 5 to 6 minutes.

Because I was not yet dilated enough, I couldn’t be admitted to the hospital. At home, I suffered through exhausting contractions without relief—the house was unbearably hot, and I couldn’t sleep. The combination of intense labor pain and the oppressive heat without power left me in distress and discomfort.

After finally giving birth, I came home from the hospital with my newborn baby, only 2 days old, to find yet another power outage. My baby’s first days of life were spent in a home that was hot, uncomfortable, and unsafe.

This entire summer, through my pregnancy, there were constant power outages. No family should have to endure this—especially not when caring for a newborn in Arizona’s summer heat.

We are calling on local and state officials to take immediate action, including:

Upgrading or relocating vulnerable power lines to withstand wind and storms.

Implementing emergency backup power plans for medically dependent residents.

Ensuring fast response times during outages to protect public health and safety.

Reviewing SCIP’s billing practices and requiring financial reimbursement or service credits  for residents impacted by repeated outages.

This is a community-wide safety issue affecting multiple neighborhoods. Everyone in the SCIP service area deserves safe, reliable electricity, especially during the hottest months of the year.

Sign this petition to demand immediate action and protect residents from dangerous, preventable power outages.
