Ohio is one of many states lacking statewide laws to address the cruelty of dog chaining.  Dogs may legally be kept outdoors, in any weather, for any length of time.  It shouldn't take the death of so many dogs due to neglect and extreme weather to prove that this is cruelty to animals, and it's time for a change.
