Stop Corporate Real Estate Grabs in Disaster Zones
The Issue

When disaster strikes — whether fire, flood, or earthquake — communities should be protected, not preyed upon. But without firm limits, for-profit corporations are swooping in and buying up residential properties while families are still trying to recover.
This petition calls for the immediate passage of legislation to stop corporate takeover of disaster-affected communities and protect our neighborhoods from displacement.
An emergency hold on investor-driven property purchases would give displaced residents and the community a chance to stabilize before speculation sets in.
Corporate real estate takeovers after a disaster hurt displaced families and renters trying to rebuild who find themselves priced out or permanently displaced because corporate buyers flood in with cash offers over asking price, snapping up homes before local residents even have a chance.
They hurt first-time and working-class homebuyers who are routinely outbid by hedge funds and investment firms that treat homes as financial assets, not places to live, and lots and properties may stand empty without rebuild just for flippers to make more profit down the line.
They hurt communities of color, accelerating gentrification and long-term displacement from neighborhoods where they've acquired generational wealth and stability, and they hurt local neighborhoods and schools because as corporate ownership grows and homeownership rates fall, this leads to absentee landlords, neglected properties, and less community stability — weakening schools, safety, and neighborhood ties.
We call on the State of California to enact the following protections:
🔒 Limit corporate purchases in disaster zones
No for-profit entity should be allowed to purchase more than two residential properties within any single area officially declared a state of disaster.
🔎 Require transparency in ownership
Any company applying for public funding or seeking to buy property in disaster areas must fully disclose all “affiliated entities.” This includes any related companies that share ownership, management, or financial operations — such as LLCs, shell companies, or holding firms.
🕐 Implement a five-year protective freeze
These protections should stay in place for at least five years after the date of a declared disaster, unless extended by the California Legislature.
In the wake of a crisis, residents should have the chance to rebuild — not be forced out by speculators and hidden corporate buyers. Disasters should NOT be an invitation to profit at their expense!
We must take a stand against disaster capitalism and ensure that recovery puts people before profit.
