Stop Conversion of Bristol Hotel to Homeless Shelter

The Issue

We, the undersigned residents and stakeholders of the San Jose/Campbell community, respectfully oppose the proposed conversion of the Bristol Hotel at 3341 S Bascom Ave, Campbell, CA 95008 into a homeless shelter. While we fully recognize the importance of providing support and services to individuals experiencing homelessness, we firmly believe that this specific location is not suitable for such a facility due to several critical concerns: 1. Proximity to Schools: The proposed site is located just 200 feet from Creative Beginnings Preschool and only 0.3 miles from Farnham Elementary School. The close proximity to early childhood and elementary education centers raises serious concerns about the safety and well-being of young children and families in the neighborhood. 2. Lack of Nearby Support Services: There are no nearby facilities offering essential support services such as meal programs, healthcare, counseling, or drop-in centers. Without access to these services, the shelter will not be able to effectively support its residents, making its success unlikely and potentially leading to unintended consequences for both shelter residents and the surrounding community. 3. Traffic and Safety Hazards: The facility is situated directly next to South Bascom Avenue, a high-speed six-lane arterial roadway. This presents a significant safety risk to individuals staying at the shelter, many of whom may be dealing with mobility issues, mental health challenges, or substance use disorders. The busy traffic flow could endanger lives and create hazardous conditions around the site. 4. Jurisdictional Ambiguity: The location sits on the border between the cities of San Jose and Campbell, which introduces potential confusion and challenges regarding jurisdiction, responsibility, and accountability—especially in the event of emergencies or incidents requiring law enforcement or city services. This jurisdictional complexity could hinder effective shelter management and public safety responses. In light of these serious concerns, we urge city officials and decision-makers to explore alternative sites that are better equipped to support a homeless shelter—locations with access to critical support services, proper zoning, and minimal impact on vulnerable populations like schoolchildren. We are committed to being part of the solution and supporting long-term, compassionate strategies to address homelessness in our community—but we must do so in a way that is safe, sustainable, and appropriate for everyone involved.
