We believe something has gone seriously wrong with the way live streaming apps like TikTok and others have combined social media, live gifts, virtual coins, gifter levels, rankings, wallets and competitive live matches in the same place.

We have personally watched and listened to some young female streamers describe situations where adult gifters use their financial support as leverage. Some streamers have told their viewers that many older male gifters say they will continue sending gifts only if the streamer does what they demand. When the streamer refuses, the gifts may stop; when she complies, the gifting continues.

These demands can reportedly move away from the public livestream into private video calls (mostly on WhatsApp), where, according to these accounts, many of these gifters demand nudity, sexual acts or sexually explicit behavior in exchange for continued financial support. We have also heard accounts involving requests or pressure to meet in person. This creates a deeply dangerous situation where money and gifts can be used to groom, pressure, manipulate and sexually exploit vulnerable young women and girls.

We are also deeply concerned about exploitative TikTok Live agencies and intermediaries that may financially control vulnerable streamers or facilitate access to them for the benefit of gifters.

Many live matches also involve financially incentivized, increasingly degrading and dangerous “punishments” when creators lose matches, including behavior that can involve physical harm, humiliation and sexually degrading acts. These punishments can also involve the deliberate waste of cooking oil, eggs and other food resources simply for entertainment and gifts. We believe this creates another serious pathway through which vulnerable young women and girls can be exploited for gifts and entertainment.

We believe the money should be separated from ordinary social media.

Live gifting, coin purchases, gifter levels, wallets and monetized live matches should be moved into a separate, independently downloaded app with strict age and identity verification, away from the ordinary social media environment where children are present.

We are writing this petition to international government regulators as a unified group of concerned citizens. Mainstream social media networks like TikTok, Bigo Live, Poppo live, Facebook Live and other similar apps have deliberately allowed their video timelines to merge with dangerous virtual currency economies.
The simple truth is this. As long as live gifting wallets and competitive matching screens stay inside the exact same app where people watch regular videos, the horrific loop of child exploitation and human degradation will never change. No matter what cosmetic updates the platforms roll out, the system will remain broken.
The current system relies entirely on corporate greed. Upcoming EU digital safety laws that only force platforms like TikTok to add an opt out toggle are a complete illusion and will change absolutely nothing in reality. These toggles will stay turned on by default and remain hidden deep inside confusing settings menus where normal users and children will never find them. On paper, politicians will claim victory, but in real life, nothing will change. Just like adult entertainment or sports betting are strictly locked inside separate apps like OnlyFans or gambling platforms, governments must legally step in and force a total structural split. We demand immediate global laws to completely isolate all digital wallets, coin recharges, and live match scoring systems into completely separate apps that must be downloaded independently, keeping them completely away from normal timelines and children. 
We are starting this petition to create a permanent public record exposing the real world horrors that this integrated app design causes every single day.

1. Exploitation and Predatory Behavior.
Integrated gifting systems are heavily misused by bad actors to target and exploit vulnerable younger users. The ability to purchase influence or top fan status and gifter level creates a power imbalance that leads directly to online grooming and the manipulation of minors. These systems facilitate moving interactions off platform to private networks like WhatsApp where financial dependency is weaponized to coerce children into explicit sexual acts and live cam abuse.

This system enables a highly predatory dynamic where adult users set up profiles, but place underage, minor girls in front of the camera to engage in digital begging and highly inappropriate punishment matches. Older men exploit this setup by sending gifts directly to these young girls, or by intentionally funding their opponents to systematically trigger and watch these vulgar punishments take place. Furthermore, the predatory agencies operating behind the scenes play a deeply exploitative role, actively targeting, managing, and financially exploiting these vulnerable young girls for profit. We demand strict age verification and identity checks for both streamers and gifters to eliminate these predatory loops entirely.

2. Promotion of Harmful and Degrading Content.
Live match structures encourage creators to inflict horrific physical torture on young girls just to get viewers to throw coins. These broadcasts are heavily dominated by toxic behavior, extreme profanity, and severe verbal abuse. To evade detection while abusing their opponents, streamers intentionally cover their faces with masks or their hands, or physically step far away from the lens to shout highly offensive words. These toxic interactions are thoroughly mutual, with opposing streamers engaging in the exact same vulgar behavior, further intensifying the degrading nature of the live match.

To win matches, streamers force other, including young girls to perform stomach turning punishments live on camera. This includes putting washing powder, chili powder, and toxic perfume puffs inside their mouths all at the same time, or eating many raw green chillies. It includes mixing red chili powder and  toothpaste together and rubbing it directly onto their eyes for several minutes at a time. On top of this chemical torture, streams feature highly vulgar and abusive physical stunts where the one who loses the match  is forced to spill many liters of cooking oil directly over themselves, break dozens of raw eggs over their heads and chest, or beat their own private parts with shoes while bent over in front of the camera. The current integrated design normalizes this abuse, pushing it straight into the timelines of children.

3. Inadequacy of Current Moderation and Reporting
Current in-app reporting tools and AI driven moderation are completely ineffective at identifying and stopping abusive live streams, making the report buttons essentially useless in real life. This failure is especially severe regarding non-English streams, where creators subject each other to relentless, heavy verbal abuse during competitive live matches. Despite repeated user reports, platforms routinely dismiss these severe violations with a standard 'no violation found' response due to a complete failure to properly moderate non-English languages. This structural blind spot exposes children directly to extreme toxicity. Isolating live gifting into a dedicated application would force strict identity verification, ensuring that only verified adults can access these spaces. Automated systems are easily bypassed by brief pauses in harmful activity or physical obstructions like masks covering the face.

Furthermore, the massive fifty percent commission cut platforms generate from these transactions creates a severe conflict of interest that hinders aggressive enforcement, often resulting in useless thirty second warnings rather than permanent account closures. Even when platforms flag a violation, the enforcement is practically meaningless. Streamers receive brief, temporary warnings lasting only few seconds, log off, and immediately return live with the warning wiped clean. In other instances, platforms issue minor bans of just 5 to 15 minutes instead of permanent suspensions. Consequently, toxic streams continue unabated particularly across South Asian languages, featuring highly suggestive adult themes and partial nudity. This includes women bending over to deliberately display and slap their backsides on camera, taking live showers in clinging, wet clothing, or being forced to lie on their bellies to expose their backsides as a match punishment.

This creates a highly toxic environment for young girls, who are manipulated into seeing this degrading content as an easy shortcut to financial gifts, which are frequently funded by predatory older men. Even after registering thousands of flagrant violations and receiving countless warnings that the platform itself has documented, these bad actors are rarely blocked permanently. On the rare occasions that a profile is actually banned, the system fails entirely because these live streamers operate multiple backup accounts. They simply cycle to an alternative profile and instantly resume the exact same abusive behavior without interruption.

4. Evasion of Safety Protocols
Creators often use sophisticated techniques to evade automated detection, such as masking their identity or using specific regional dialects to bypass keyword filters. To bypass automated detection and avoid account bans, creators employ highly specific physical and technical tricks. They routinely generate a constant stream of new accounts or align themselves with predatory talent agencies to shield their operations. Streamers hide their faces using full masks, partial masks, or targeted obstructions like small coverings around one or both eyes, or even small mask strips across the bridge of their nose to confuse facial recognition algorithms.

Furthermore, streamers will physically step back away from the camera, moving a safe distance away from the microphone to execute vulgar punishments and hurl abuse without triggering automated visual or audio moderation warnings. Because platforms do not mandate identity checks, these evasion loops remain completely open, creating a profoundly unsafe environment for children. Additionally, many exploit jurisdictional loopholes, tourist visas, and offshore agencies in places like Dubai to manage payouts and avoid accountability entirely. Separating the financial engine from the social platform is the only way to create a manageable system for law enforcement and regulators to oversee.

5. Societal and Environmental Impact
The financial incentivization of digital begging and high stakes matches negatively impacts youth psychology and the perceived value of education, causing many young people to stop studying entirely. Furthermore, many of these punishment challenges involve the catastrophic waste of food and vital resources like eggs and cooking oil on a massive global scale. Allowing technology platforms to profit from the intentional destruction of vital supplies contributes directly to both societal instability and global environmental degradation.

OUR FORMAL DEMAND
We call upon the European Commission, the US FTC, and the UK Ofcom to issue an immediate, joint regulatory mandate. Social media platforms must completely decouple and isolate all live streaming matching systems, digital coin economies, and virtual transactional wallets into an entirely separate application framework. Decoupling financial transactional engines from standard social media interfaces is the only effective way to protect youth and ensure digital safety.
