We call upon the Ministry of External Affairs, Government of India, and the Government of Canada to take immediate action against BLS International for systemic abuse, overcharging, and harassment of applicants at Indian consular service centers in Canada.

I am writing as an Indian-Canadian citizen and concerned resident of Calgary, Alberta and seeking help from other citizens residing in other provinces in Canada and other countries where BLS is offering services to raise awareness and demand accountability for the rampant unethical practices by BLS International, the outsourced service provider for Indian consular services in Canada.

Since BLS took over consular services like Power of Attorney, Passport Renewal, OCI, and Renunciation, thousands of applicants have reported:

Forced payment of “optional” courier and premium lounge fees

Refusal to accept valid applications

Long waiting hours, even for those with appointments

Rude and coercive behavior from staff

Incorrect information and arbitrary rejections

A pattern of harassment, especially when applicants question excess charges


In my case, I’ve submitted multiple complaints to:

The Indian High Commission in Ottawa

The Indian Consulate in Vancouver

The Madad Portal (Ministry of External Affairs)

City of Calgary (for overcrowding/fire safety)

Alberta Consumer Protection


Despite escalation, no corrective action has been taken. In fact, BLS has now started banning applicants like myself from their offices — just because I raised my voice.

I’m not alone. I’ve personally witnessed others, including my neighbors, being:

Overcharged up to $130 for a Power of Attorney, which should cost $28

Misled into paying for unnecessary services like notary verification, which BLS is not authorized to offer under its tender

Denied service unless they agree to extra fees


This is not just a customer service issue — this is about systematic abuse and exploitation of vulnerable immigrants, many of whom are afraid to speak out.

We demand the following:

1. Immediate investigation into BLS practices by the Ministry of External Affairs, India


2. A joint compliance audit by Canadian and Indian authorities to verify whether BLS has violated its tender obligations


3. Enforcement of mandatory transparency in fee breakdowns at all BLS offices


4. An independent ombudsman or helpline for grievances related to Indian consular services in Canada


5. Public report from the Indian High Commission on all complaints received and actions taken in the last 3 years

 

It’s time for this decade-long abuse to end. Let’s stop rewarding companies that profit off the desperation of honest people seeking routine consular services.
