Keep in mind that the Maplewood Manor location is one of New View Society’s managed properties which does not have 24/7 staff unlike the proposed Kelly project. New View Society has indicated to us that there has never been any issue from their Maplewood Manor property. This may or may not reflect the Kelly Ave project without reassurances by providing evidence and details of safety measures and risk assessments.

We have read over the FAQ and concluded that its broad statements lack concrete, enforceable safety protocols or evidence of structured crisis management. In summary, the FAQ does not address community safety in detail.

  • Unclear tenant screening. FAQ doesn’t explain how tenants will be screened for potential violence, criminality, substance dependency, or other behaviors that might impact neighbours’ safety. While tenants must “live relatively independently,” there is no clear process described for evaluating whether someone is genuinely able to do so safely.
  • Neighbourhood safety addressed in general terms only. FAQ claims housing “contributes to community safety” but doesn’t outline specific monitoring, reporting, or neighbourhood engagement strategies
  • No clear plan for managing substance use beyond “illegal substances not allowed”. Beyond illegal substances not allowed on site, what about off site? Do the tenants use drugs at all?  It does not address potential issues with illegal substances or how staff would respond to substance-related crises. Without clear harm-reduction or intervention measures, substance-related incidents could affect both residents and surrounding community safety.
  • Limited detail on staff training and response protocols. No clarification whether the 24/7 staff is trained in crisis intervention, de-escalation, or emergency medical response. No indication of how many staff or why staff is needed 24/7 compared to Maplewood Manor.
  • Neighbourhood impact with vague assurances. General assurances are given that affordable housing improves safety, but no concrete strategies are outlined for preventing nuisance behavior, loitering, or spillover conflicts.
  • Complaint Handling lacks transparency. The process for handling complaints is described as “investigate and respond,” but there’s no mention of timelines, escalation processes, or independent oversight to reassure neighbours. If immediate danger arises, it is suggested that we dial 911
