The Issue
Animal testing remains a deeply concerning issue for many people across the United Kingdom. While it is currently regulated under the , and intended to ensure that animals are only used when absolutely necessary, millions of animals are still used in scientific procedures each year. These animals can include mice, rats, rabbits, fish, and sometimes larger mammals, all of whom are capable of experiencing pain, stress, and distress.
Although the UK has taken important steps—such as banning animal testing for cosmetics under the —animal testing continues in other areas, particularly in medical and scientific research. While some of this research has contributed to important breakthroughs, it also raises serious ethical concerns about the treatment of animals and whether such practices are still justified in the modern world.
Scientific progress has led to the development of alternative methods, including advanced cell cultures, computer modelling, and organ-on-a-chip technologies. These methods can often provide results that are more directly relevant to human biology, without involving animal suffering. However, despite their potential, these alternatives are not yet being prioritised or funded at the level required to fully replace animal testing.
This petition calls on the UK Government to take stronger, clearer action toward reducing and ultimately ending the use of animals in scientific procedures. Specifically, we ask for:
A clear, time-bound strategy to phase out animal testing wherever viable alternatives exist
Increased funding and support for the development and validation of non-animal research methods
Greater transparency, so the public can better understand when and why animals are being used
Stricter enforcement of existing welfare standards, ensuring that no animal is subjected to unnecessary suffering
A commitment to make the UK a global leader in humane and innovative scientific research
We recognise that some areas of research currently rely on animal testing. However, this should not prevent progress. With the right investment, innovation, and political will, it is possible to significantly reduce—and ultimately eliminate—our reliance on animals in science.
This is not only an ethical issue, but also a scientific one. By investing in modern, human-relevant research methods, the UK can improve the accuracy, efficiency, and global leadership of its scientific community while aligning with growing public concern for animal welfare.
We urge the Government to act decisively and compassionately, ensuring that future scientific progress no longer comes at the expense of animal lives.
