This bill, AB240 2023/24 (https://legiscan.com/CA/bill/AB24/2023 will impact pet food manufacturers, retailers and ultimately owners. The taxes imposed on the manufacturers and retailers will cause them to lose business, close their doors (losing jobs) and raise prices and there will be even more abandoned and surrendered pets because people will not be able to afford to feed them. It will have the exact opposite effect than it’s written intent. 

Currently, pets that are picked up by animal control are already required by § 30503 (https://www.animallaw.info/statute/ca-dogs-consolidated-dog-laws#s30503 to be spayed or neutered to leave the shelter or to be adopted from rescues.

PETA and HSUS have been trying for years to ban animal stewardship, if this bill passes it will be another step in that direction.
