A lot of people are getting their steam accounts hacked such as myself. The hackers then use cheats and get a vac ban put on to there account, clearly, these people do not deserve to have their accounts hacked and vacced so it's time we made a change. Even real hackers would have plenty of time to realise they shouldn't of hacked and will hopefully learn their lesson, and if they hack again it would be permanent. Another thing people may want is to have VAC banned accounts inventories still unlocked so you can transfer your old skins etc to a new account.
