Kids Need To Come First, Their Rights Matter
The Issue
The status quo for the Missouri Foster children is UNACCEPTABLE! As I am sure it is in most states. Every day abused children from the Missouri Children's Division are placed back into the homes where they suffered the abuse. The states main goal is always to reunify the child with the parent, they feel no matter what this is the best thing for the child. More times than not the child is sent home only to be replaced back into foster care even more shattered and broken then before. The Children's Division should take the children's rights into consideration before the parents. As of now the parents have assumed parental rights that override the best interest of the children. These parents get to make a choice to rape, molest, neglect, physical, emotionally and verbally abuse these precious gifts. The children do not get a choice. How is this fair? We as moral and ethical citizens must take ACTION NOW and insist the Child Protective Services rebuild structures that are grossly failing kids and improve the structures within the system that are working.
Laws such as the "Adoption and Safe Families Act of 1997" (https://www.socialworkers.org/archives/advocacy/updates/1997/safeadop.htm which was put into place to protect children, and encourage adoption is consistently being ignore by Children's Division. This is causing children to linger in the system, living a life of uncertainty and many times continued emotional and physical abuse. Their childhood is being stolen by a system that has very little accountability and ignores laws that were created to protect the smallest and most vulnerable voices.
Case workers are charged with the responsibility of providing assistance and monitoring the placements of children on their caseloads. Higher licensing and training standards must be required of these professionals. Admittedly, they are given large case loads. Tragically, financial incentives for the case workers and reviews based on the numbers of children they successfully reunify with the abuser (usually a family member) or is closely tied to the abuser invites poorly managed cases and corruption. Home visits with the children in foster homes are not made as required, communication with the Foster parents is limited, foster parents are not invited to meetings to give updates on the child, and a true understanding of the child, emotionally and physically is overlooked by the case workers. This disconnect with the children in care many times leads to placing the child right back into the abusive environment from which they were taken. Case workers are encourage to "close the case" quickly after they reunified which means no one is checking on the stability of the environment for the children.
