Let jail inmates go outside at least once a week

The Issue

These inmates need to go outside at least once a week. They need fresh air, sunlight (Vitamin D) and exercise. This is inhumane for them to not be allowed outside. They can not get the adequate amount of exercise inside that they need. 

I know our local jail here in Mobile, AL. does not allow inmates to go outside. I also know of a jail in Arkansas that does not allow them to go outside either. I'm sure this is happening in other states as well. Prisons allow their inmates outside so why not jails? Please help me change these living conditions.
