Regulate animal breeding to reduce the number of strays and euthanized animals

The Issue

It is estimated that 6-8 million cats and dogs wind up in shelters every single year. Of those, 3-4 million are euthanized. Most of these cats, dogs, kittens and puppies are perfectly healthy and adoptable. The reason for many of these animals being in shelters is of course due to irresponsibility on the human's end. Many people get a pet without really thinking about the task at hand, the responsibility that comes with it, the time and money needed, as well as the fact that kittens and puppies someday grow up into adult cats and dogs.

States do not regulate who can breed and how many animals they can breed or how many times one animal can be bred. First off this is extremely cruel. Many animals are bred constantly so that every time their litter is weaned from them they will be bred as soon as they go into heat once more. This is extremely painful for the animal and there is a large handful of backyard breeders who use something called a rape chain; a chain tightly and deeply dug into the ground where the female is then attached by the collar - typically with her head firmly against the hard ground, while a male forces itself into her. This is the exact same as a human raping another human. Many dogs are traumatized by this experience! Imagine being tied down and raped, and knowing it's going to happen multiple times a year, many times in your lifetime and that is all you're good for!

Unfortunately Pitbulls and Chihuahuas are bred and euthanized more than any other dogs because they are bred a lot more often than other breeds. We can't stop stray animals from mating and we can't always prevent every single accident - that's why they're accidents. However, there is a way to help manage the overpopulation issues and that's by each state putting forth an effort to regulate breeding!

So how would we regulate which animals could be bred and which could not? In order for an animal to be bred it would have to be papered, proving its pure linage. Not only that but it would also have to pass a exams where they are determined to be in good physical AND mental health, and have the proper characteristics of that particular breed. In order to breed an animal someone would have to bring it to have the exams done and also have the animal registered to them. This person would receive a card stating the animal could be bred. Each animal could only be bred either two or three times in its life time. To assure animals are not being bred more, checks could be done on these animals. It seems like a lot of work but if an animal control officer or police officer is in that area doing patrol, it wouldn't take more than five minutes. Each time the animal is pregnant they would have to take it into the vet clinic to have a hole punched on their card. Anyone who is seen with a pregnant animal that is (a) not allowed to be pregnant as it is not registered and approved or (b) it has been bred too many times, someone could call it in and report the person. The people will also be told how to properly breed the animal, things to look out for, etc. Perhaps offer free deworming or first round of vaccinations or free rabies vaccines to encourage people to come forward with their puppies or kittens.

Animals who will never be approved for breeding due to illness, mental problems, or because they're a mix or mutt would absolutely must be spayed or neutered. Information would be mailed out explaining this law and explaining that anyone that does not abide within a certain time frame will be subject to a large fine and possible jail time if they don't comply. Again, if someone knows the person isn't following the law, they can call it in. We could even have volunteers knock on doors or include in the letters that if someone knows someone has a pet and it isn't fixed but should be, who to call in and that it can be done anonymously. People who have pets who are fixed could receive a sticker for their window that says their pet is fixed and on each sticker can be written the animal's species, breed, color and name so people know which animal has been taken care of and which have not. This could be the same for those who have animals approved for breeding and again the sticker could be brought in and punched so people know how many times its been bred so if they notice extra litters they know to call in anonymously. 

These people being called in sort of help the government in a way. By being forced to pay fines for breaking the law they not only get to realize that it's being taken seriously, which will make others realize that too, but these fines will help the economy as it would be paid to the government. Also their pet would be taken in to be spayed or neutered and then returned to the owner. If they decline to take the animal then it could be put up for adoption, but with these cut backs on animals being spayed and neutered and with breeding being far more risky to do illegally (as it isn't risky at all to do illegal at the moment because as long as the animal isn't being abused out right, there's nothing illegal to breeding...) there wouldn't be so many animals in shelters,s o someone declining to take the animal back because it's fixed wouldn't be such a big deal. Besides that, we don't want an animal staying with someone who only wanted it to make money off of it.

These regulations would not only help with the overpopulation problems but would make it so inexperienced people were not breeding their animals senselessly to make a little bit of cash. It would save animals from enduring a life of hell of being raped or bred out and pumping up out pup or kitten after the next, over and over in its lifetime. It would help with all of the teenagers or young adults who go get Pitbulls just to breed them to feel cool, or again, to make a little money on the side. It would help with so many animals being sent to shelters and also more people would be inclined to go to shelters if getting dogs and cats elsewhere wasn't so easy and abundant.

Again, I know I sound like I'm asking for a lot but this is extremely possible and easy to! We are the voice of those who cannot speak up for themselves. We must take a stand and help those who cannot help themselves. This is possible with the help of each and every one of you so help me, help these animals, and let’s make a difference for the innocent today!

My rescue is on a slight pause (we're still checking on feral and stray cats, feeding them and providing vet care as needed, and having them fixed, and helping where we can with other animals - just not taking any in to adopt back out) due to personal issues going on in my life but I am collecting donations so that when I reopen in the very near future I can do it right, with the proper finances and backing.
