The Issue

A progressive, modern India needs a progressive, modern police.  It is unfortunate that we continue to be saddled by a colonial police with a feudal mindset. 

Police Reforms are absolutely necessary in the country. 

Political stability and economic progress are both likely to be jeopardized if we do not reform, reorganize, restructure and rejuvenate the police.

Police Reforms –Salient Points

  1. The present ‘Rulers’ Police’ should transform into ‘People’s Police’.
  2. Executive stranglehold over police must go.  Police should have freedom to act as per the law of the land.
  3. Upholding Rule of Law should be paramount objective of the police
  4. Registration of cases must improve.
  5. Police behaviour towards common man should be marked by empathy and respect for human rights.
  6. Police must extend appropriate legal protection to weaker sections of society, especially scheduled castes/tribe, women and minorities.
  7. Police infrastructure – manpower, transport, communications, housing and forensic support – must improve.
  8. All police officers should get at least three promotions in their career.
  9. A police officer should not be on duty for more than twelve hours, which may in due course be brought down to eight hours.
  10. Supreme Court’s directions on Police Reforms must be implemented in letter and spirit.
