Starved and Muzzled on a Rooftop. Stop Animal Cruelty in New York
The Issue
A dog was found chained, muzzled, starving, and injured. Left to suffer alone on the roof of an abandoned Brooklyn building without food, water, or shelter. This is not a horror story from the past. It happened last weekend, right here in New York City.
Thanks to a tip to 311, the NYPD Emergency Service Unit was able to rescue the dog from the roof of a shuttered property on Atlantic Avenue. Officers described the conditions as "deplorable." The dog is now receiving emergency care at a local animal hospital.
The man accused of this abuse has been arrested and charged with animal torture and abandonment. But in New York, penalties for even the most extreme acts of cruelty are far too lenient. Many cases result in probation or short sentences that do little to deter future abuse.
We are calling on the New York State Legislature to immediately introduce and pass stronger animal cruelty laws. These should include:
- Harsher penalties for felony animal cruelty and abandonment
- Mandatory sentencing minimums for severe abuse and neglect
- Automatic bans on animal ownership for convicted abusers
- More funding for animal cruelty investigations and rescue operations
This is not an isolated incident. Across the city and state, animals are being abused, neglected, and discarded. The justice system is too often unequipped to protect them or hold abusers fully accountable.
Animals feel pain. They know fear, suffering, and isolation. When someone muzzles and chains a dog on a rooftop with no way to survive, the law should treat that act as seriously as it treats violence against any vulnerable being.
New Yorkers care deeply about animals. Now we need our laws to reflect that.
Sign this petition to demand that state lawmakers act now. Let us make sure no animal has to endure what this dog did. And let us make sure the people who commit such cruelty are held fully accountable.
