Start a Trap-Neuter-Return (TNR) Program for Stray Cats in Leduc
The Issue
Leduc and Leduc County are home to a growing number of stray and feral cats—with no formal cat control bylaw in place. These animals are left to breed uncontrollably, suffer injuries, spread disease, and prey on local wildlife like birds and small mammals.
We, the undersigned, are calling for a humane, city-supported Trap-Neuter-Return (TNR) program to stabilize and reduce the outdoor cat population in Leduc and surrounding areas.
TNR works by:
Trapping feral and stray cats humanely,
Neutering or spaying them,
Vaccinating and microchipping, and
Returning them to their original location or rehoming when possible.
It’s a compassionate and cost-effective solution that has worked in Alberta communities like Red Deer and St. Albert. Compared to trap-and-euthanize approaches, TNR reduces shelter crowding, animal control calls, and long-term costs to taxpayers.
We respectfully ask that the City and County:
Fund or subsidize TNR resources (traps, ID tags, and low-cost vet services),
Partner with local rescues and the Edmonton Humane Society,
Support a community-led task force of volunteers and caregivers to monitor colonies.
TNR benefits everyone—animals, residents, and the ecosystem.
