Start a Mandatory Solid Waste Management in the Philippines

Start a Mandatory Solid Waste Management in the Philippines
The Issue
Poor solid waste management in my country has been a huge problem over the years. It causes a lot of environmental problems including soil, land, and air pollution. It is also linked to the spreading of contagious diseases, climate change and destruction of ecosystems and species.
Other countries such as South Korea has a systematic solid waste management that have been practicing by every households. They are required to properly segregate the solid wastes into organic waste, toxic waste, and recyclable. They have designated places to dispose these solid wastes. All households and establishments are strictly following this rule.
If this will be implemented in the Philippines, I believe it will lessen and help save the environment especially now that the scientist indicated the worsening condition of the Earth.
To effectively implement this, make sure that everyone will participate that is why it is necessary to make it mandatory. There are facilities for solid waste segregation but I believe they are not enough, instead of focusing on the larger area, it will be helpful if the focus is on the individual households and establishments. Provide laws or rules that have a serious consequences to make people obey.
I don't support any violations on the human rights with regards to the consequences however if the government can't make laws that can organize the country, it will produce more unfortunate situations and people will suffer. The consequences should be weighty but not unjust.
