Stanton Cross: Built the Homes, Broke the Promises — We Demand the Community We Were Sold

The Issue

We, the residents of Stanton Cross, Wellingborough, call on North Northamptonshire Council and the Stanton Cross developer consortium to deliver the essential community facilities we were promised — without further delay.

🛑 What’s Happening:

Retail units promised with specific milestones at the 700th & 1200th home - but the retail units are still over 2 years away, despite hundreds of families already living here.

A car park and Tennis courts have been built but remain locked, unused, and expected to remain closed.

Our community is growing fast, yet basic services and social spaces remain unavailable.

And the Stanton Cross website continues to use these delayed/unbuilt amenities as a draw for new residents to the development. 

🍀 Luckily for us - The developers are legally bound to deliver their promises

They’ve signed something called a Section 106 agreement which legally binds the developers to provide shops, leisure spaces, and community centres at key housing milestones. Many of those triggers have already been reached.

📝 What does the section 106 agreement actually say.

Section 4.6.3 relates to the Retail Units and outlines the Retail Requirements at Certain Stages of Housing Development:

Before the 700th home is lived in, the developers must:

  • Choose the location for the Supermarket and Convenience Shops.
  • Prepare and fully service the site (i.e., connect utilities like water, power, drainage, etc.).
  • No one can move into the 700th home until this is done.

Before the 1200th home is lived in, the developers must:

  • Build the shell structure of the Supermarket and Convenience Shops (i.e., the basic exterior structure without fitting it out).
  • Make those retail units available for letting or sale (i.e., offer them to businesses).
  • No one can move into the 1200th home until this is done.

🚨 What’s the Real Picture?

A car park was built in 2023 — and then nothing. It’s fenced off and unused - not a single car in 2 years! 

As of June 2025, publicly available figures (shown below) confirm 1,316 homes have been built, or are under construction at Stanton Cross.

And that’s just what we can count!

Key areas like Wendelburie Rise and Poppyfields already house hundreds of families, yet no official numbers have been published for them. The real total is almost certainly far higher.

So while the community continues to grow rapidly, the delivery of essential services like shops, sports, and social spaces is lagging far behind.

⚠️ Our Community Is Being Left Behind:

Residents pay council tax, support local growth, and live in good faith. But the developer is deprioritising critical facilities — putting profit before people.

🗳️ We Demand:

  1. Clear updated timelines that prioritise the legally binding section 106 commitments including the delivery of retail units and community buildings. 
  2. Immediate opening of completed facilities — including the tennis courts.
  3. Council enforcement of legal obligations if developers fail to act. For example - Using their powers to restrict further occupations (e.g. block occupation of the 700th or 1200th home). Or Issue a Breach of Condition Notice or even injunctions to compel compliance.

This is a call to our council, our elected representatives, and the developers: respect the agreement, honour your commitments, and support the community you’re building.
